I play Overwatch 2 on PS5 and downloaded the PSPlus Overwatch 2 season 9 bundle a few days ago, but did not receive the 5 tier skips or any of the skins.
You need to reach out to customer support on the platform where the purchase was completed. If that’s PS, then reach out to Sony. If it was Bnet, file a ticket through the support page.
