Ctrl+Shift+N look at the Sim number. That is your input lag, the lower the better. Mine is 4~6ms.
Run frames as high as possible without dropping on team fights., make sure your Nvidia settings match what you want. G sync off. I usel borderless windowed, but i run dual monitors.
Use all low and everything off. Hope this helps.
Update drivers if needed. Also in the blizz launcher hit scan and repair game.
I have 7 at 12 ms 
Have your fps dropped or are they the same?
12 is still very low. It wouldnt be noticeable lag until like 40ms (but can still make a difference)
Play a game with this window open, and see how the fluctuates throughout the game. if its an input lag issue it will show in the Sim number.

What’s your fps? You generally want over 100 fps for better latency in OW. Also have Reduce buffering enabled.
i have 150 - 200 fps
Right so frame rate is not the problem here. If it just happened out of the blue and you didn’t change anything recently idk what to say.
Your video card, despite the fact it’s a TI, might be just a tad bit under powered to run the game over 150fps at all times.
You should have far greater results with all your settings turned to their lowest, even render scale, set that to 100% or lower. It seems like a waste of a good video card, I know (I have a 1080, but still play this game on all low settings).
The game doesn’t look any less pretty, and the difference is noticeable, give it a shot.
I have all lower possible just i put 75% render scale

Have you checked to see if this same problem occurs in any other games? Also, does this issue kick in consistently after the start of the match, or is it intermittent, meaning it only occurs every couple of games or so?
each game i have like 5 input delay in the start of the game and after 8 or 10 or 12 ms.

Honestly people aren’t fast enough to take advantage of those speeds.
Just for perspective.
A blink of an eye takes 300 to 400 milliseconds . Since there’s 1000 milliseconds in each second, a blink of an eye takes around 1/3 of a second.
Not saying I want 100ms input lag or anything. Network latency is a bigger problem.
Gotcha, and does value start at 5, increase to 8/10/12, and then remain at that number, or does it kind of go up and down?
I ask because, I typically run at around 200-250fps… sometimes my input lag is as low as 3.5, but sometimes it’ll go up to the 4.5 range if there is a lot happening on screen. My point is that if your input lag value starts low, and bounces up and down a bit during gameplay, that is probably normal.
But, if it increases and stays there, then yeah, that might be a cause for concern.
Also, close any extra background applications that you don’t need and see if that helps any.

Do you have a 144hz monitor? For 60/75hz monitors that’s a big issue, that’s why i would like to get back to good old CRT
What’s your CPU?
I have the same card as you do and a comparatively weak CPU (i5-2500) so my computer struggles to keep solid frames above 130, even though at times it can go up to 150-200 as you said.
You might want to turn your FPS cap down some to alleviate the stress on your CPU and allow some leeway so your input delay can remain the same.
I keep mine on 120 fps max, despite having a 144hz monitor and being able to get 144fps frequently, because when the game lags a bit it causes the input delay to fluctuate which feels a lot worse than even just having a high input lag that’s stable.
I have a 60hz and a i7 u dont know exactly my cpu. When i block my fps to 60 i have tearing 
It doesn’t matter as much what you set the FPS to, then.
Try setting it to a lower value like 120-130 and see if your input lag is still problematic.
So, i7 with GTX 1050Ti, your GPU bottlenecks your CPU. With a 1060/1070 you should be ok.
And 60hz monitors have high input lag, a 144hz would be much more better.
Try for now to scale details, update drivers and lower render scale
