I have seen this bug reported previously, but it doesn’t seem it has ever been fixed.
I often use Nvidia's screen recording functionality that it builds in to the newer graphics cards. In order to access Nvidia's overlay for this, you press 'Alt+Z'. However, this also seems to be a shortcut in Overwatch 2 that removes the UI. Don't get me wrong, this is actually a nifty item to have in the game for screen captures and whatnot. And to bring back the UI it seems you only have to press 'Esc' and everything is back to normal. Mostly...
Come the end of a game after going through the aforementioned process when I usually type "gg" in the chat, I face an issue. When I press 'Enter' to begin typing, I don't open the chat box. Instead, my game goes from Fullscreen mode to Windowed mode. So I hit enter again and I'm back to Fullscreen mode. The only way that I have found to send a message in chat at this point is to do a full restart of my game as the 'Enter' key will remain bound to a Fullscreen-to-Windowed toggle switch until this is done.
If I am missing something, please provide some clarification as to what I am doing wrong here. If I am not missing something, please tell me what is happening.
