After this Uprising patch Practice Range wont start or will take a very long time to let you enter on console. Practice Range has always started immediately for me.
To get Practice Range to work you have to completely close out the OW application and restart.
This seems to happen after canceling a quickplay match or after you leave one, maybe this applies for all other modes as well. Please look into this.
