There are five sections in the control settings. General, interface, communication, spectate, and replay.
If you have many heroes with customized general settings and you want to change the communication buttons, you’ll have to change for each of the heroes that you have customized.
I believe it would be better if we could apply customizations of each one of the five sections to all heroes, instead of overriding all sections.
Although general settings can be really different such as sensitivity and crosshair style, the other four sections are usually all the same for different heroes.
Overwatch 2 has been doing a great job on chat settings and accessibility, so I hope this problem could be addressed if lots of people are having the same issue.

Instead, why not just add an extra button after every option to clear this assignment for all heroes, once done that changes to an “assign all” button and boom, no more going through every hero to fix their mappings.

Big boost, fantastic idea. It’s annoying to go through and apply the same crosshair over and over, there should be an assign all button for each section or area.
