Replay of a rare bug that causes Bots to not spawn in “Play Vs AI”

Notes:

  • The previous game was the same map
  • The game didn’t need to fill up for a 6th player.

This bugged has been happening since the Tracer event I think; around the time when they added the team size scaler for custom games.

Since then, some bots have not been spawning.
