While the second half of your statement is true, I disagree with the beginning. I 100% believe that Pink Mercy, Noire Widowmaker & all Blizzcon exclusives will never ever see the light of day again.
Add Alien Zarya and 2018 Valiant, Mayhem and Shock OWL Skins to that list

I wouldn’t be so sure. Even the more expensive OWL gray skins ended up given away for free like candies.
They were labeled as “early access” from the very beginning.
I was dumb enough to not read the fine print and spent money on them
