I have ping in world bound to my keyboard and ping wheel press delay set to max at 1.
However, when trying to do a quick ping while moving my crosshair, the ping wheel still comes up despite only tapping the key. It’s as if the ping wheel press delay is being overridden.
This is very annoying as I’m trying to aim and ping at the same time but the ping wheel pops up and throws everything off.

Same issue here.
I noticed, that the bug seems to only appear when using the ping during a turn input (either via mouse or stick on controller).
Only if the player/camera is not turning it works as intended.
My assumption is, that the mouse/stick input is intercepted the moment the ping button is pressed rather than when the delay to show the actual ping wheel is up.

Same, and it’s so annoying. I keep trying to ping enemies, and instead I’m pinging countdowns or “I’m defending” or whatever, and then someone dies to the threat that I tried to ping.
What I’ve taken to doing is just flicking my aim up every time to explicitly do the enemy ping. I’m doing this mostly as support heroes who don’t need to aim a whole lot but have a lot of vision freedom, so it’s not really a solution for pinging while aiming, but it has at least been more consistent for pinging an enemy when I’m not looking to shoot them right away, or can’t for whatever reason.
Edit: I’ve since changed my strategy and added a separate binding for the “enemy” ping. This works much better. However, I still need the “Ping - In World” option to ping the objective, use the ping wheel, confirm pings, etc. I primarily play on console, and having 2 of my precious 14 buttons devoted to pings is a lot.

Yep. So annoying when you try to ping enemies in a fight and it just comes up with a “Defending” ping on the wall 20m away instead

Wait, really? It’s not just the “Ping-In World”? Okay, so that’s definitely a bug then. I wasn’t sure if it was maybe intentional functionality that perhaps works fine if you’re using a mouse and is harder to use on a controller.

Even worse, when I intentionally use the other pings, people ignore them, probably because they’re usually accidental. It’s not that people are ignoring pings generally. I’ve had allies respond to enemy pings when I actually get them off properly, and people have been very responsive to the “come to me for healing” ping. But the other stuff on the ping wheel gets ignored. I would very much like to be able to suggest a defensive position to my teammates.

actually binding just the “enemy” ping does prevent the wheel from popping up. I guess I was playing someone with custom binds when I tried it out

Oh dang, I’m gonna have to try this then. Seems like the only solution since blizzard hasn’t mentioned anything about fixing this. Have they even acknowledged it I wonder?

I agree, the system seems to be using your mouse sensitivity and/or acceleration to determine if you are frantically trying to open the ping wheel, if you move the mouse quickly in any direction and are holding the ping button it instantly opens. Anyway, I think if the current functionality exists the way it is, then I also think there needs to be a way to disable the ping wheel from coming up, or not override the delay. Basically you can’t be tracking someone and ping them because depending on your mouse sensitivity it opens the wheel.

Yep! Just wish there was a separate input for the wheel so u don’t accidentally have it pop up when just trying to ping.

I’m also experiencing this issue, playing on PC with the same settings as OP. I agree that it feels like it only happens when you’re quickly moving your camera, like when you’re tracking someone. It does feel like this was an intentional feature that’s “assuming” that since you pressed the ping button and you’re moving your mouse then you’re probably trying to use the ping wheel, like what Guady said above. I agree that if they want to keep it working this way then they should let us disable the ping wheel altogether.
