Elo doesnāt exist in this game, but itās a problem even well into T500.
Enemy has no hitscans? Swap to Pharah/Pharmercy. First point won. Itās literally that easy, because only a certain type of heroes can even touch her.

Canāt really change it, touch either of them and theyāll become bad on their own
I mean, they just added Ashe, who is yet another option is dealing with it.
Best option for changing it would be a nerf to how Guardian Angel works. If you want to propose that to the Mercy community, be my guest lol

Iām more concerned if they wouldnāt decide to buff her cause she now got 1 more counter (Ashe). I remember days of S4 and S5 when Pharmercy was broken OP cuz they buffed her in S3 and then nerfed all her counters (Ana, DVa, Soldier).
I donāt think she needs an actual nerf cuz on high leagues she has a lot of counters, and on low leagues sheās now not so good when spamming from high altitude like before (needs to descent to land direct hits). But she neither needs any buff, letās hope devs wonāt someday think āOh now Pharah has lots of counters, lets buff her!ā, and then she becomes a must-pick on any rank. They never nerfed her without buffing something else of her kit (unlike Junkrat who got 2 straight nerfs).
I think that some of the devs just likes her too much, she was never nerfed without buffing at the same time, despite previously it was amounts of complaining about her equal to those of Doomfist, Hanzo, Junkrat, Roadhog, D.va (maybe only Mercy and Brig got more nerf threads).
One would still be forced to swap. That itself creates problems.
No other hero cannot be defeated by simply outplaying them.

this is bad how? the devs let you swap during a match for a reason. if you couldnāt then you have a right to complain.

If the enemy has Pharmercy, i use Sombra and hack Mercy then Pharah will be more easily killed,
My experience differs from yours.
I have killed Pharah with Moira (with or without ult), with Mercy (in Valk and not in Valk), with Torb, with Zen, and with Dva.
In each case, multiple times
I once played on my friends account, Iām in diamond and heās in gold. I played my main and I carried that game hard. I got all 5 golden medals with S76, doing more healing than both my healers on my team.
I actually lost that game.
You are only as good as your worst teammate.
You can only rank up if you have good team mates, which eventually will happen but some are more unlucky than others.
You can also have a great understanding of the game, of what to do in situations and positioning and all that game sense. Which is more important than macanical skill. Even QXC admits heās really bad at aming.
This can be applied to EOL in lower ranks, where you system puts you with what it thinks is a macanical skilled balanced match. But if you have a team mate who doesnāt have much knowledge of the game. Than thatās a massive disadvantage. Even if they can aim. Where the person who belongs in a higher rank, is stuck with them.
So first off in low elo, ones hitscan is always firing at the pharah, not the mercy.
one does not feed as much ult charge if one shoots the mercy instead.
yet mr hitscan is likely feeding mercy ult as much as his character allows him to, so you are digging your own grave because of constant mercy ults.
perhaps once in a blue moon the hitscan will kill the pharah in an unguarded moment, and then die as mercy starts to rez pharah.
Wouldnāt the world be a better place if we all shot the mercy instead?
Tip: if you get a sombraā¦ Mercy canāt fly anywhere while you drop her unless sheās in valk.(why can she control aerial movement in valk when hacked again?)
Also your hitscan wont be getting the heals he need when challenged by pharah so he wont be able to do his job well anyway.
I am low elo and I know to take down Mercy first

Pharamercy is the easiest combo to pull on any levelsā¦

With the Pharah Nerfs and McCree buffs I can easily shoot her out of the sky.
I used to go more Soldier for that job but itās much easier to land 2 shots then it is to land several. Also quick roll helps a lot in dodging rockets.
Canāt balance to much around people who canāt aim or properly counter pick
