Why isn’t Pharah sounding like a raging jet engine in the air? Why is she so silent?
She does, I never lose track of her because I can hear her jets the entire time?

Night Mode for mixing, turn down dialog and music volumes, trust me.

Her audio is broken in OW2. In OW1 you always knew when she was flying, especially if she is right above you. In OW2 i’ve had her literally drop down on our whole team with zero audio so many times. Even when I play her i’ve noticed people just have no idea where I am sometimes…

Spatial audio is also your friend, if you aren’t adjusting and tuning your volumes to suit what you personally need, that’s on you.
I run a 7.1 headset, paired with DTS:X, with night mode for mixing, music and dialog volumes turned low, I hardly ever lose track of anyone anymore when it comes to footsteps and movement sounds.
If you’ve gotta do all that just to keep track of her, then there’s a problem.
It’s common in almost every FPS type game man, you have to adjust to your personal likings.
I don’t want to hear audio clutter (Music, Dialog lines, etc), and night mode boosts bass so you can hear things a lot easier.
If night mode does anything it compresses the audio signal so you can hear dialogues without explosions waking up the entire neighbourhood.
Night mode in OW2 actually boosts bass in your headset, try it.

Nah, I don’t even have a stand alone card for stuff like that, I went to a lot of sites and research on audio settings for OW2, and this is what I settled on.
The audio engine for OW2 is the same as OW1’s, which was notoriously broken and had major issues with playing certain sounds. This includes (but isn’t limited to) ult lines, footsteps, and Pharah’s hover/boosters. Unfortunately, Blizzard seems to have completely de-prioritized any work on fixing audio bugs so it’s just something you’ll have to adjust to by trying to pay attention to when you haven’t seen Pharah for a while.
Where is this setting? Second time I’ve seen someone mention it, no idea where to find it.
Options → Sound → Mixing Mode → Night Mode

But the sound design in this game overall isn’t fantastic in general.
It depends on peoples setup, the devs screwed up audio awhile ago in OW1 so alot of things that used to be clearly audible aren’t for alot of people.
Those few of us who stuck with pharah after all this time have MASTERED how to be quiet and stealth divebomb, the only way to play her above diamond.
Strategically falling, or hovering during enemy shooting, to mask our presence, or sitting on rooftops in endless “sliding” animation while we regen our jump jet CD
i think its more like loudness equalization… with it you hear quiet sounds louder but as drawback it makes harder to sense direction of sound or to distinguish enemy/friendly footsteps from each other =\
