To be fair, Pharah also 2 shots many of her counters but yeah she’s not fun to play against them

two shots? that doesn’t actually happen very often as you’d have to be able to land either two rockets directly or land the second one in very close proximity. Knockback and traveling time makes thise impossible unless you dive them which is risky with zero vert mobility once CB is on CD and you’d sustain self damage on top
