The thing is: the BCRF is only earning the sprays, which makes all countries eligible. OWL you earn sprays and tokens, which is restricted in most countries. It might be region blocked because of the tokens and OWL in general. Slovakia is on the non-eligible list, so you might just be out of luck for that small detail.
However, if sprays come from a different drop pool and isn’t dropped along with tokens, it might be a bug.
