If it’s on Expert, that’s because one of the achievements is to complete Expert without anyone on your team dying.
Any other mode it’s unacceptable

To be fair, with all the nonsense that is going on. I seem to find a lot of people who have no idea what to do and refuse to listen to advice or tips or wont even go in voice chat to listen, even when not asked to speak. ON LEGENDARY. Legendary should be where you try to perfect your run, not mess around and be cocky, and leavers is also part of that mess, sadly. Wish there was a way to “test” players before they CAN join legendary.

I would suggest something like this: people need to win a normal match to unlock hard, a hard match to unlock expert and an expert match to unlock legendary. This would make the event a lot more fair, since now you can get total noobs in your legendary matches (I am a total noob, which is why I don’t even try expert or legendary)

Report them for what? Leaving a game is not reportable, there’s not even a category for it and they already get XP penalty if they leave too much.
On the other hand, false reports are bannable.

Gameplay Sabotage, you know that thing they do when they make the conscious decision to screw the whole team over and leave a game that can’t be back filled after anyone goes down.

Still not part of it.
I often leave games in expert/legendary because the matchmaking keeps putting me with people who are at least 1k SR below me.
Why would I bother trying to play legendary with people that are clearly not ready for it?
I even get a xp penalty because the matchmaking is lame. If anything, blame the matchmaking, not the player.

Who are you to make that judgement without even trying to play with them? If you’re leaving before the game starts fine, whatever. But if you leave mid mission for some arbitrary reason and we lose because of that you better believe you’re getting reported. You’re intentionally using a feature within the game to cause your team to lose and that’s reportable.

No, still not reportable.
Legendary is REALLY hard, even GM and TOP 500 players have a hard time beating it with the 4 base heroes for the achievement. It’s a fact. So yes, when I see one bronze and two silvers with me in legendary, I leave the game because we’re 100% not beating it.
My last try I had two golds and one plat, they all died after the second wave in the first room so of course I left, what do you expect me to do? do alone what 4 GM can’t even do?
Leaving a game =/= causing your team to lose. If it was there wouldn’t be XP penalty but people would get banned.
Finally if you don’t want leavers, play only with your friends.

What you’re doing is 100% reportable and if you’re only leaving because you think they’re not good enough then that’s just petty.
That’s not how it works, if you want to only play with Top 500s then go make some friends

Be it for the achiv, or for the sole purpose to end that difficulty.
It’s not petty, don’t blame me if the matchmaking can’t put people of the same rank together.
“in-game MECHANICS or player actions”, since when the Leave game button is a mechanic or a player action? Sure clicking a button is an action so you can argue it is but action is for actions with your character.
It means for instance, using Mei’s wall to block your team, putting sym’s TP on a cliff, etc. aka throwing, feeding and trolling.
Leaving =/= Throwing. If I troll my team by making huge missplays on purpose to kill my team, yes it’s reportable, if I leave the game because people are dying over and over again because they don’t belong in that difficulty, it’s not reportable.
Leaving a game is NOT reportable no matter what you think, never been, never will be. Someone might have internet issues and disconnect, you’re going to report that person?
Never said I wanted to play with top 500 players only, just not with people who are obviously not good enough for legendary 
Just remember, it’s the players that cause toxicity not the developers.
