A quick update: As of May 6, 2019, I don’t believe Blizzard has fixed this issue effectively from their end. For the second time, using the known reset workaround, I restored my controls settings to default and just redid all my custom bindings again. It was a tedious process, but I did not want to wait any further. As a result, presently, the models are rotatable for me.
