Pcpartpicker so you can make sure all the things are compatible. Also depends on what settings your wanting those FPS at. If low then you have a lot of gfx card options.
This is a bad time to buy the high end gpu cards because of crypto currency mining
an i5 and a 970 could work well.

You might want to wait until the 3rd quarter if you want to build a decent pc. GPU and RAM market is expected to calm down by then (hopefully).
As others have mentioned, it isn’t a very good time to build a pc. Crypto mining has sent gpu prices through the roof.
Definitely use pc partpicker as quest mentioned. It not only checks compatibilty but also lists availible prices which can help you get a feel for values.
I would focus on getting a decent motherboard first. Gpus/cpus will be much easier to upgrade in the future when prices drop.
With ram being as expensive as it is right now you might be better off sticking with ddr3. It’s half the price of ddr4. Sticking with ddr3 means an older motherboard, and cpu socket. Not a big deal, as overwatch doesn’t need the power everyone claims it does, but it does limit future upgrade options.
Your case doesn’t really matter too much, it is a good place to save money. The psu you want to invest in. It doesn’t really need to be upgraded, so get one that will last and it will keeping adding value overtime.
AMD fx series cpu offer GREAT prices, but underperform vs intel. There also isn’t an upgrade path, but that only matters if you want to upgrade. AMD Ryzen seens solid but requires more expenaive motherboards and ddr4 ram. Intel performs better, and generally has more upgrade options, but costs a lot more.
If you aren’t afraid to overclock. You can save some money by buying a cheaper unlocked cpu/gpu and then overclocking some extra performance.
TLDR- figure out the specs you want. Then RESEARCH everything, and then research it again. There is an endless list of options and combinations. Keep in mind pc junkies will always tell you you need better, more expensive components than you really need. Research which parts you can save money on, and which parts need the bigger investments.
If you gave a budget goal that would be super helpful. A gaming pc can run anywhere between 400 to, well, to more than a lot of people pay for their car.
I, and others here, could give a lot better advice with a budget for guidance. For instance, if you have a very low budget, skipping a cd/dvd drive could shave 20 bucks off the top to put into your gpu. Nothing uses disks anymore, and you can always get one later.

First off, do you have a 144hz monitor? Getting more than 60fps is pretty useless unless your monitor can actually display it.
Currently, no laptop specs will display 144hz, let alone achieve that number in the first place.
My computer consistently gets 144fps+, and it has a GTX1060 6GB, with an i5 7600K with 16GB DDR4 RAM.

Overwatch really isnt a difficult game to run. Im using am i5-7400 and GTX 970 (that i got preowned) and 16GB of ram (although 8 is enough - my reasons for 16 lie elsewhere). I easily get 144+ fps with a mix of medium/high settings.

Well, you can’t find ATM good video cards at an human price (blame the miners for this '29 crysis shortage).
Also the RAM is very expensive, so will be hard to find good prices, but look also at used components.
