I reported this a day ago. Seems like the issue is back.

Applying Updates bug

I recently tried starting the game and noticed an update was available, so I went ahead and allowed it to install. After logging into the game, I tried starting a Competitive Match, and while waiting in queue I tried entering a skirmish. After the notification that the match is starting a banner pop up that reads Applying Updates and doesn’t go away no matter how long you wait. I’ve tried Arcade, Unranked, and even the Practice Range with the same result. I remember this happened in the past a …

You may consider uninstalling and then deleting the old overwatch folder and then reinstalling. Hopefully someone else chimes in with any information about why its happening again.
