What was the first round of the OWL? Two GOAT teams dueling. No Reaper, since he’s still not viable at high ranks, and GOATs lives on.
They outright claimed they were trying to nerf GOATS. That was the stated intent of these changes though expect more nerfs to tanks and the healers in GOATS because of this.

You cant argue tanks and healers are not very wrong right now. Brigg was the last piece to a synergy that just cannot be countered. None of them individually are overpowered but they work together so well that it is the solution to Overwatch and once a game has found its solution the developers need to drop the hammer hard.
