How is supposed to get the 2022 #TEAMNAME# sprays which are currently locked in OW (What’s new section) ? I’m watching every OWL event to date, but they are all still locked.

More specifically, you will need to watch 5 hours of matches during this week’s tournament. Including encores, it looks like there will be at least 60 hours worth of matches and opportunity to earn those sprays.
In addition to the sprays, the same 5 hours of viewership will earn the Widowmaker OWL grey/white skins, which was previously the last remaining set of OWL grey/white skins exclusive to the 2018 Twitch rewards.
