mauga, orisa, sombra and moira are still very strong and the whole game is about hardcounters.
the full game is focus on casual players
Even casual players want to be able to play a decent match, which is impossible with leavers.
They leave because the matches aren’t decent and are horribly unbalanced.
Most likely they want to teach them how this game supposed to be played

Except more throwers because they can’t leave. So instead of a back fill… you get… well… nothing.
And if we do our job as a community and report them, all will be banned fairly quickly. This isn’t an argument
This 100%, but the fans who will shill money for skins and battle passes are what blizz is really after. KEEP SENDING THEM MONEY!!! Just like a democrat.
Except for the fact that being bad at the game isn’t a reportable offense. You can’t report someone for constantly diving and missing all their shots, for example. Nor can you report them for rushing as Widow. You can’t report a Roadhog who doesn’t know how to use his Breather or hook effectively and just repeatedly dies. You can’t report a Mercy who only goes battle mercy and refuses to heal/damage boost.
So how do you determine who is throwing vs who is just “practicing” or “being bad” at a hero?
Real easy.
Are they feeding? Are they playing their role correctly? Going AFK? Not using any abilities? Having bad aim in an FPS isn’t a reportable offense and neither is not swapping but the rest above I’d say yes.
Maybe getting rid of toxic leavers with names like “wontswap” is a risk we’re willing to take lol
“feeding” is a subjective term. I for example, am not that great at Doomfist. Is it “feeding” if I dive for a kill and die? How many times do I have to die before it’s considered “feeding”? Is it x amount of deaths? Damage Received?
The problem with trying to figure out if someone is throwing or not, is everything you listed is subjective. It’s not throwing to play Battle Mercy only, simply swapping to pistol and going DPS. No more so than going Moira and only going DPS.
So sure, you could report it, and hope Blizzard takes the time to review each report and gameplay and determine whether or not someone is maliciously throwing, but they simply wouldn’t have the man power to do that for everyone.
The fact is, it happens in-game right now. These aren’t hypothetical examples I’m giving of how people throw.
I will report Support that don’t heal entire match. I will report Damage that walk up to enemy spawn at match start to die and repeat every respawn. I will report players who never use abilities. I will report players that AFK anytime they want to. This isn’t subjective, these players are throwing intentionally.
actually, purposely avoiding the primary half of your kit for the game is throwing plain and simple, i report both those kinds of players.
As for the Doom example, i would first ask “New to doom/tank?” if you did not reply, had less than a 1.0 KD and still kept diving without a swap yes you are throwing and will eat a report.
Maybe look at why people leave first before just saying people want to leave. If the game sucks and no one wants to group, swap when countered, play the objective, etc then why would people want to stay and play with those people?
