I agree with this whole post, but I think B tier isn’t that bad of a spot for Mei. You think she should be higher?
There are really only 4 heroes that stand out in difficulty and truly braindeadness:
Top tier difficulty: Tracer and Genji
Bottom feeder braindeadness: Brigitte and Moira.
Everyone else falls between these two groups.

S: Widow, Hammond, Tracer
A: Genji, Doomfist, Sombra, Reinhardt, Zenyatta, Baptiste, Lúcio
B: Soldier, McCree, Hanzo, Symmetra, Zarya, Winston, D.va, Roadhog, Ana
C: Torbjörn, Junkrat, Mei, Pharah, Orisa, Mercy
D: Reaper, Bastion, Brigitte
F: Moira

Honestly, I think a direct Skill chart is a bad idea as some characters have easy mechanics but require high game sense such as Winston and vice versa. I’m thinking something more like a graph instead of a tier list would make more sense.

So something like this. The graph isn’t 100% and I probably need to rework it for more accuracy since most of my picks was just opinions but it should give a good idea of how it works.
(My list is more based off of skill floor, I’d move some heroes up if it was skill floor and ceiling)
S - Sombra, Sigma,
A - Doom, Widow, Genji, Tracer, Hammond, McCree, Ana, Zen
B - mercy, Bap, Lucio, (new) brig, Mei, sym, Winston, Orisa, Dva, Rein, Road, Ashe, Hanzo,
C - Bastion, Torb, Pharah,
D - Moira
Agreed on Tracer, but since sombras main power is in countering other characters with Hack, I’d put her in B tier.
Agree with everything except Bap and Pharah, because significa t effort is required to get real value out of both kits without getting hard countered, I’d move them both to S. Widow should go to B because the only skill needed to practice is mechanical aim (however hard that might be.)
Mei is A tier hard to play, because half the roster hard counters her.
Bastion and Orisa are both very dofficult to master. I’d move them up to A if not S tier.

Make a GM tier list and put Junkrat at S.

Tracer is pretty easy if you’re on console because with aim assist you one clip everyone
s — ana, (sigma), zen, sombra
a — widowmaker, pharah, ashe, mccree, doomfist, hammond, dva, hanzo, genji
b — baptiste, tracer, hog, mei, zarya , symmetra, soldier 76, torb, lucio
c — reinhardt, orisa, winston, moira, junkrat, mercy, brig, bastion, reaper,
aim assist doesn’t help much, i usually keep it off and still find tracer easier than most dps.
i agree completely. she has much more options with what she can do compared to most dps, insane mobility, and the versatility in her kit, despite her low health allows her to survive a lot.

Moira D tier, but then you remember that billions of hardstuck in Silver 
And that she’s hard to make use of in Master/GM
Is this rating purely based on the wide hitbox right click has? cause I feel she would be C as lower rank suck at her as they never heal and she’s harder than Mercy in Master/GM.
The way you cropped out Mercy’s head is making me think of a pretty dirty joke. And I’m pretty sure it’s obvious what’s the joke
considering moira has fade, autolocks on all of her kit, and 2 different ways of selfheal,both stackable (and one happens while doing dmg in a constant rate), yea, shes easier than mercy.
oh and the whole resource thing is kinda nullified when u can just tap alt fire on a tank and get ur heal juice fast again, also consider the lingering effect on her high heals.
mercy on the other hand is stuck on 50 hps and cant just spam an orb to bring someone back. rez is either a success or a dead mercy.
i dont think mercy is a hard hero, but she feels more skillful than moira, at least on ladder

you have to understand her kit. be aware. beam juggle. know if you can rez.
