I can’t give it that just because the PvE is technically a part of the game. And I hate the store. But based on your criteria I’d say it’s an 8/10 game. But based on my criteria it’s 5/10 game.

I think the PvP is great still. I also have to understand that I’ve played for many years now. By far my most played game in my life. So even though I can think gameplay needs way more that’s mostly because I have played too long. Not because it’s bad.
PvP has dropped down from a 9 to like a 6, and the rest of the bad brings down the average even more tbh
PvP is basically the same to me just a little faster. I’m a fan of 5v5 and I don’t limit my gameplay to one or two heroes or roles. So personally gameplay is still amazing. Most new heroes are pretty good. I also don’t hate the new modes. Especially because they’re faster and I Enjoy that more than the long drawn out modes. Except payload. Payload is the goat.

Absolutely not. Game is fine graphically and those buzzwords would not improve gameplay but just make things run worse. Frame gen in fps games is just crazy, especially in a game that already can run 1080p 60fps on 5-10 year old hardware.
2 years of ow2: overpriced skins and bare minimum content with somehow even worse matchmaking.
