I think he meant the number of people in the development team silly. The number of team members on Team 4 has already Doubled to over 200 people (was around 100 about two years ago), and they are still hiring more.
As far as the number of players in a match lobby, even with the release of Overwatch 2, it is not likely to increase past a total of 12 players in a lobby.
