I just got access to the ow2 beta forums which I’m pretty sure means I’m getting access soon so I imagine sometime around 11 am PDT.

depends on your place of residence. For its 20:00 (8:00 pm) CEST. It is atleast the time when everything is usually aligned in Overwatch (Challenges, Seasons, Patches etc.)
