Press right mouse button and hope for the best.
Combo halt with pulse bomb, it’s pretty easy if tracer looking for your green balls.
Supercharge gravs or any dps ultimate.
Halt people into Phara barrages.
Go full tryhard. 
Halt people off the map or into a friendly DPS ult.
Combo supercharger + halt with a DPS ult.

Halt an enemy team from escaping your teammates D.va bomb.
That should get you Halt State.
Right click over holes or torb ult. I got mine randomly
