Older computer used to run Overwatch, but recently wont launch

I’ve read the common fixes are just upgrading your Display drivers however they are up to date and AMD wont be making any new updates to

DxDialog content available if thats helpful

System Model: HP ENVY 15 Notebook PC
BIOS: InsydeH2O Version 03.61.01F.0C (type: BIOS)

I am a console player so I dont load up Overwatch often on PC. Last known working state was whatever the latest graphics driver was around when Hammond was on PTR

The way that I am understanding my specs I am understanding that this should be capable of running the game, can you help me clear up my confusion

4/2019 update: If anyone finds this thread through google and you’re having this issue I’d recommend just buying a new laptop/PC

I went on AMD’s forums and was advised to delete all graphics drivers using a sketchy but recommended program. End of the day I was unable to roll back drivers to known working state and it seemed unlikely that I would ever get it working - it looks like something changed last year causing older PC’s/Graphics card to just hard-fail.

The change looks like it is a Microsoft built in soft-obsolescence, not seeming to be driven by AMD/INTEL/Overwatch
