Ever since I bought the Battle Pass, my OW Coins have not increased from 259 even after earning them through the pass. I’m not sure what to do lol. I should have about 559 by now.

That’s because you aren’t earning OW Coins, but OW Credits. It’s a separate currency specific only for OW1 Cosmetics (which is still over 300 skins and other goodies) – but yeah, the currencies look similar but they aren’t identical.
Think of it like a “Basic” currency and “Premium” currency. Basic is used for any legacy content. Premium is used for new cosmetics and the BP. The BP costs 1000 Premium currency but the rewards throughout it are 1500 (+500 if paid) basic currency.
Since they are scamming people with their shady way of colouring Legacy coins as yellow, Blizzard will refound you if you open a ticket. I really encourage you to do it. they are scamming left and right
