No Access to Shop Name Cards and Player Icons

For months the community has been asking about the Name Card cosmetics that correspond with Skins we have already purchased.
This has been occurring since Season 2, in fact, the only Name Cards available are all from Season 1 from the Witch Kiriko, Cybermonk Zenyatta, and Calavera Reaper Skin Bundles. Some have claimed to see these Name Cards in their “For You” section, while others have yet to see Name Cards available outside of these bundles.

The full list from @Moscimer of missing name cards and player icons from seasons 1 and 2 is:

Bundles that have included a Name Card or Player Icon have been:
CyberDemon Hanzo Player Icon (season 1), Takoyaki Zenyatta Player Icon (season 3), and Cupid Hanzo Name Card (season 3).

Since the first three player name cards have been spotted in the “for you” section of the shop at some point, it can be assumed that there may be a bug preventing any name cards after the season 1/ The Halloween event to be displayed in the shop properly.

It is presumed that since the Ashe Raijin skin bundle does not include the corresponding name card in its bundle this name card will also be unavailable to players that pay for the bundle.

Will this issue be addressed in the upcoming Season 4 shop? Will we ever have access to these items?

Why don’t the bundles include name cards anymore?

There are a bunch of name cards that are in the game client and clearly were meant to go with specific skins and yet were not included in the skin bundles. Of the pairings mentioned in the Overwatch Cavalry tweet (and the reply with the Koi Hanzo), only the Biohazard Ramattra hasn’t been in the shop yet, and none of those skins was bundled with the name card. Why are there unavailable icons and name cards?

There’s icons and name cards that, as far as I know, have no way of being obtained. I can understand if they’re being held off for later challenges or something like that, but what more confuses me are the ones that are seemingly related to skin bundles bought from the shop. I bought the Minotaur Reinhardt bundle, and there is a “Minotaur” icon and “Labyrinth” name card, yet I do not have access to them, nor do i see any option in the shop to purchase them.
