a lot (not all) of these new perks aim to be simple numbers or breakpoint changers, or to be an older aspect of a heros kit(lvl 3 turret, life seed, etc).
D.va
- Minor perk, Overclocked reactor. Ult generation increased by 1.5x, ult deals self damage equal to 1/5 of its damage.
- Major perk, Combat training. Dva gets combat roll, +50hp, and reloads 50% faster.
Doomfist
- Minor perk, Winding up. Rocket punch can be charged for up to 6.6 seconds, gaining 25 impact and 10 wall splat damage per second charged.
- Major perk, A better offense is… Power block is replaces by rising uppercut, Punches get empowered on a 12 second cooldown. Abilities generate 20 more overhealth, ult generates 25 more, and hand cannon generates 2 per pellet hit.
Hazard
- Minor perk, Slasher. Final blows reset violent leaps cooldown.
- Major perk, Sharper crystals. Bonespur damage per pellet upped to 8, Spike guard damage upped to 12.5 per projectile, Leap damage upped to 90, Wall damage is now DOT when in contact, dealing 70 DPS, ult damage upped to 100.
Mauga
- Minor perk, Thats the spot. Critical stomp hits will heal for 100.
- Major perk, Strength training. Movement speed when firing chainguns reduced to: 0% when firing one, and 15% when firing both.
Orisa
- Minor perk, Larger Rounds. Fusion driver has 200 ammo, but deals 15 per shot.
- Major perk, Minicharger. Replaces javelin spin with a supercharger that lasts 8 seconds on a 15 second CD that boosts all damage to self and allies by 30%
Ramattra
- Minor perk, Larger vortex. Ravenous vortex radius increased by 15%, drags down anyone above it who has LOS.
- Major perk, True suffering. Ult timer now gets refunded when blocking damage during powerblock. Ult cost increased by 20%
Reinhardt
- Minor perk, Hotter hammer. Swing speed increased by 5%, firestrike now deals 130 damage.
- Major perk, Reinforced barrier. Barrier has 2000hp
Roadhog
- Minor perk, Sharp hook. Hook deals 30 damage on hit.
- Major perk, Titanium hook. Hook doesnt break
Sigma
- Minor perk, Barrier mark 2. Barrier now has 900hp, and can be used during ult.
- Major perk, perpetual motion. Kinetic grasp can be pressed after use to remove shield health to refund its cooldown at a rate of 50/s
Winston
- Minor perk, Primal strength. Melee damage increased to 60.
- Major perk, Harnessed rage. Winston can spend 50% ult charge to heal himself to full.
Wrecking ball
- Minor perk, faster arming. Grapple claw doesn’t start on cooldown when respawning.
- Major perk, Better grapples. Grappling no longer has a time limit.
Zarya
- Minor perk, Refraction. Primary fire now has a radius of 0.1m, but has a range of 20m
- Major perk, Better bubbles. Barriers now have 275hp, both cooldowns have 1s added.
Ashe
- Minor perk, Buckshot. Coach gun has 20% more Knockback to both ashe and enemies. Coach gun can now crit.
- Major perk, Rapid reloader. Reload speed increased by 10%; Reload speed increased by 30% when 0 ammo is remaining.
Bastion
- Minor perk, Longer barrel. Spread angle now starts at 1.6, and goes up to 2.6 after 3 seconds of firing.
- Major perk, Energy efficiency. Config assault cooldown is now 20 seconds, but it starts when you transform, and the duration timer doesn’t tick when you are stationary.
Cassidy
- Minor perk, Longshot. Damage falloff minimum is now 60%.
- Major perk, Flashy Flashbang. Flashbang now stuns tanks for 0.4s, and others for 1s, 14 second CD
Echo
- Minor perk, Express stickies. Sticky bomb speed increased, and explosion delay decreased.
- Major perk, Substitute. Cloning tanks will give you full tank health.
Genji
- Minor perk, speedy shuriken’s. Projectile speed of primary and secondary fire doubled.
- Major perk, Poisoned knife. Melee deals 30 damage, and 50 DOT over 2s
Hanzo
- Minor perk, An eye for an eye. Critical hit kills refund sonar arrow.
- Major perk, arrow agility. Arrows can be charged 10% faster, and arrow charge is held when wallclimbing.
Junkrat
- Minor perk, Compact bombs, Ammo count increased to 10
- Major perk, Amnesia mines, concussion mine cooldown is increased to 10s, but deals 130 damage, and has 3 charges.
Mei
- Minor perk, Nicewall. Ice wall is now 20% longer, but has 300hp thin segments between pillars that allies can pass through.
- Major perk, chilled. Primary fire can freeze targets. Doing so incurs a 6 second cd per target frozen, not including blizzard. Primary fire damage reduced by 3, freeze timer is reduced by 33% for tanks.
Pharah
- Minor perk, Blast resistant armor. Pharah deals 1% self damage.
- Major perk, Helix suit mark 1. Pharah regains her old fuel system, including gaining fuel on slopes. Health reduced to 200.
Reaper
- Minor perk, Lightweight wraith. Reaper can move in any direction when wraith is active.
- Major perk, Blossoming fruit. Activating death blossom grants repaer 25 overhealth per enemy in range of death blossom.
Sojourn
- Minor perk, Chilled shot. Disruptor shot deals 50% damage, but slows by 25% when enemies are in range.
- Major perk, Acrobat. Power slide is now a resource meter. Activating will start the slide, you cancel it via jumping or activating it a second time. 4 second cd. Max resouce lets you slide for 2.5s, with a small grace period to jump after it ends. Resource charges to full over 13s.
Soldier
- Minor perk, field medic. Biotic field AOE increased by 200%.
- Major perk, Tactical rifle. During tactical visor damage falloff is removed. Primary fire deals 20 damage.
Sombra
- Minor perk, Stealthy pose. Gain stealth when standing still. Stealth ends upon taking damage, firing, or moving.
- Major perk, System boost. Healing grants ult charge.
Symmetra
- Minor perk, Carwash. Sentry turret health reduced to 5, turret count increased to 6
- Major perk, Shield generator. Replaces teleporter with a shield gen that has 400hp. Allies within 20m of a shield generator gain 75 shields that decay at a rate of 15/s when out of range. 20s cd.
Torbjorn
- Minor perk, Ironclad defense. Overload grants armor.
- Major perk, Armour packs. Alt-fire when the hammer is equipped drops an armour pack on a 6 second cd. Packs grant 50 armour.
Tracer
- Minor perk, Blinkedy blinkedy. Blink charge count increased by 1
- Major perk, Armor. Tracer gets 25 armor, and turns 25hp into armour. Movement speed reduced to normal(-25%)
Venture
- Minor perk, Hardened resolve. Shield health lasts 2 seconds.
- Major perk, WHATS THAT?. Burrow cast time reduced to 0.3s, reemerging cast time reduced to 0.3
Widowmaker
- Minor perk, Explosive venom. Venom mines now deal 50 contact damage, and can be shot to detonate in a large AOE.
- Major perk, Infrascope. On a 6 second CD, once scoped, you gain infrasight on anyone in your scope, 4 second active window, and 2 second linger after being found. Must focus on them for atleast 1s for them to linger.
Ana
- Minor perk, Stronger sedative. Sleep dart stuns tanks for 4 seconds and nontanks for 6 seconds.
- Major perk, Just the spot. Ana can critical allies to heal for 100hp.
Baptiste
- Minor perk, Hardened shell. Immortality field HP increased to 255.
- Major perk, Shockwave. After using exo boots, deal damage in a 10m AOE equal to 20*airtime in seconds.
Brigitte
- Minor perk, Just what I needed. Holding tyh ebind for repair pack will cause brig to use it on herself.
- Major perk, Peptalk. Rally cost reduced by 30%. Shield remains at 250hp and current size, and brig doesnt get any HP changes. Ult still gens overhealth, and she can still stun with bash.
Illari
- Minor perk, Protected pylons. Pylon now has 75hp, 75 armor hp, and 75 shield hp.
- Major perk, Double trouble. Illari gets 2 pylons that heal for 75%
Juno
- Minor perk, augmented mediblaster. Mediblaster can crit.
- Major perk, Super satelite. Orbital ray now also provides a 15% speed boost.
Kiriko
- Minor perk, Skin piercer. Kunai damage reduced to 25, crit multiplier increased to 5
- Major perk, Lingering suzu. Protection suzu now provides 1 second of immortality field effect. CD increased by 3 seconds.
Lifeweaver
- Minor perk, Ariel superiority. When airborn, or on petal platform, healing blossom chargers 50% faster, and thorn volley fire rate is increased by 25%.
- Major perk, Seeds of success. You can now heal and damage at th esame time. Max healing blossom is 60, and damage per thorn reduced to 4.
Lucio
- Minor perk, better sound. Healing and speedboost are 10% more effective on lucio, and allies within 3m, or 6m during amp it up.
- Major perk, Drop the beat. Lucio deals damage where he impacts th eground when ulting, with a base damage of 75, and +5 per M dropped.
Mercy
- Minor perk, Caduceus shotgun. When the blaster is equipped, use altfire to charge a shotgun blast that uses 4 ammo, and fire 10 projectiles in a reaper cone. This charges for half a second, and can 1 shot if point blank.
- Major perk, dual rez, Using rez on an ally who died near another will give you a prompt to rez them both. Doing so will incur an additional 10s cd onto res.
Moira
- Minor perk, Ranged experiments. Primary an d secondary fire range increased by 5m
- Major perk, Channeled coalessence. Holding primary or secondary fire will shift coalessence to being 75% of one, and 25% of the other in respect to damage and healing.
Zenyatta
- Minor perk, Enlightened mind. Grants an extra 25 shield health
- Major perk, 3rd eye. Grants 2 additional charges of discord and harmony orbs. These orbs have 50% efficiency.
