Having counters works for 95% of population.
So if mooga booga takes overs it’s the same everywhere same with borissa, but dva you can beat up with zarya for most playerbase except gm elo.
It works until the hero reaches the point of abusrdity to where every ounce of avaliable data is like “Yeah sooo there’s an issue” that means you are over coming your counters with so much efficiency and effectiveness the best way to counter you IS you.

Highest pick rate and win rate rein and dva.
Top kda including solo kills outside of 1 shot heros dva.
When the best counter to you becomes you thats when there’s REALLY a problem.
The issue is all tanks are broken you taken down dva some other tank will take place that’s worse, short of getting rein meta you can’t do better than dva.
I like df or jq metas too but obviously we can’t have all that either.
This is why you need to go back to open q and pre rq states with tanks.
There is no fix here in current form.
And I have played most roles recently and while yes dva is strong and annoying she is a lot better to deal with than any one shoot her butt , she is one of the less tanky tanks.
Thats extreme bias… and yes we have had balanced metas before like I said earlier.
We literally had a meta everyone liked I think literally right before the weird season 9 changes that changed everything (after Mauga got nerfed).
We’ve had metas where no one absolutely dominates.

there are people who want male tanks or masculine tanks to be the onyl dominate ones
historically masculine male tanks have not been allowed to dominate in overwatch.
if they do they get nerfed, sigma is a nerd so doesnt count.
tbh i think aaron is tying to change that like why else would they buff his shield back to basically ow1 power and let him keep 2 fire strikes

Different groups of people. Tank players don’t like orisa. Dps and support players don’t like Dva
im dps main i like dva rein hog , jq df ramm in second tier.

I hate Zarya and Hog more personally
And Mauga most of all
The same rule will apply, you’ll be matched with a dva that doesn’t fall back, instead boost into the middle of the enemy and demechs 
Or one that intelligently fall backs, regroups for healing actively. it’s 50/50 winrate why do you care?
