Four tips:
Turn off image scaling - set to custom 100%
Turn off image sharpening
Turn off Screen shake in accessibility
Up your sense slightly, like 0.001 or 0.002
This will help.
People been saying that since the first beta and they have never changed it
If you’re on PC, also turn off aim smoothing entirely.
Controller settings are bleeding into mouse and keyboard, go into the advance controller tab and turn aim smoothing completely off
Here something that can help you
Turn on “High Precision Mouse Input”
Turn off Dynamic Render Scale"
Set Aim ease and Aim smoothing to 0

This is the most useful one. As far as I know, this is what Blizzard calls raw input, so it bypasses all the smoothing/maccel nonsense they baked into the engine.
Oh it does. I suspect part of it is they put a system in supposedly to help reduce the benefit of low ping players to higher I think IIRC it delays the return traffic to low ping based on a match average ping or something like that. This could be part of it.
Oh and this, I just assumed everyone did this these days but I forget new players are coming in. The Nvidia Reflex+Boost is a must.

I had to up my dpi.
Whatever they did the sensitivity is wayyy off compared to ow1. Whatever settings you used will need to be updated.
In my case it was a lot slower than before.
I also felt off, I changed every possible setting and although they’re all good for input lag and consistency, I don’t think any really helped so now I’m just thinking it’s just me being bad.
What is Reflex vs Reflex+Boost? I have on Reflex and I’ve tried all the other fixes and unfortunately aim still feels very off in OW2 compared to the responsiveness of aim in OW1.
On further thinking, I wonder if Blizzard lowered the tick rate back to 12 like they did with OW1 launch, thinking nobody would notice. Projectiles seem to be able to curve around corners more often, but hitscan is missing more often on what appears to be a clean shot.
I thought my aim was just off… but I have had several moments where I knew I landed some Hanzo arrows and nothing registered.
I just shrugged it off as my eyes being decieved.

This increases the tickrate at which the mouse communicates with the server. Overwatch used raw input regardless of whether this setting was checked.
Overwatch 2 on the other hand does not use raw input – at least not for some players. A forum user demonstrated with testing and images that it’s adding acceleration, which is why aim is broken. It’s definitely a bug.
Some settings tweaks have helped some but done nothing for others. All we can really do is wait for a patch.
go into options and turn on High Precision Mouse Input in the gameplay tab. It should be on by default i dont know why they would even make it an option.

If you’re a console player by chance and play with PC friends, aim assist is turned off for console players
