Mouse stuttering

For some reason whenever i move my mouse it seems to stop randomly. i dont know what the cause is. its completely fine for any other game or application, but specifically for overwatch its pretty bad. the stuttering and stopping is very exaggerated when i have a lot of cpu usage. This is especially a problem when i run obs and overwatch at the same time.

The equipment i am using is:
acer gn246hl 144hz monitor
Razer deathadder chroma
i5-4690k oc to 4.5Ghz
16 gb of ram
1070ti graphics card

Wouldnt that issue be immediately apparent when i installed razor synapse? this issue started up a few months ago

Not necessarily. Did you try the steps they suggested though?

Try turning off enhanced pointer precision

  1. Click the “Start” button.
  2. Type in “Mouse” without the quotes.
  3. Click on “Mouse & Touchpad settings”
  4. Click “Additional Mouse Options”
  5. Click the " Pointer Options" tab.
  6. Un-check the option " Enhanced Pointer Precision ."
  7. Click “Ok” to save your changes.
