sometimes, a handful of times each day, when im swinging my mouse back and forth, i see my cursor appear on my 2nd monitor, if i click during this the game closes, because im on fullscreen
it is not always, it is tempromental
what is this, and how do i fix it?
Have you tried borderless windowed instead of fullscreen?
Lower input latency and I don’t believe this has ever happened to me using it.
what you say about latency goes against consensus

Given this issue is random. I would recommend starting troubleshooting for third-party conflicts with the steps Here, restarting the PC, and retesting.
