Imo the thing that really allowed goats in the first place was the junk nerfs, the pharah splash nerf, and the mercy nerfs
I think that’s overly optimistic.
The whole point of GOATs is to have overwhelming shielding, overwhelming peel, and weapons that don’t care about defence matrix or shields.

More like, Junkrat doesn’t have the raw DPS needed to cut through two bubble, a Rein shield, and a defense matrix, before the enemy team is ontop of your team.
I was saying buff junks nade size since we’ve already seen lots of pharmercy being good against goats in OWL, but if junk could land more shots with his new consistency the DPS duo of junk pharah could be viable as a goats counter
I say just nerfing the GOATS comp is a better solution.
We already got the supports, and Dva, the only one left to look at is Zarya. Changing her damage output or charge value would be the few ways.

The rule is too arbitrary and doesn’t do anything to prevent simmilar issues of role stacking in the future and going down this path would just lead to more 1-off rules.

It’s not arbitrary, it’s highly specific.
And more one-off rules at the fringes of unusual team compositions, might be better than destroying all team composition variety in the game.

No, but one off rules are not the way to go. 222 makes sense both now and in the future regardless of how the meta shifts, an arbitrary rule that certain supports are not allowed to be played in certain combinations may not make sense in a few seasons.
