I thought blizzard learned their lesson from Mei-rry. To not make legendaries just a reskin with a hat but nope! That’s exactly what Mime Moira is, a color swap and a beret thrown on.

Constable tracer is a color change with a hat and a mustache, and it’s somehow an epic skin. What is this logic?

That Reaper skin that came out just 3 weeks ago also was a reskin, but the actual entire head was changed and it counted as epic not legendary. It just makes no sense.
it’s just such a shame cuz the set is kinda neat. the inconsistency is nuts. Like what makes it a legendary? (nothing) the stripes on the arm being new?
yea i really love the makeup and mimes are cool but when i saw that its literally the ow2 skin with stripes i was like damn bro maybe for like 4 bucks but 17 or whatever naww
like because it comes with a spray and an emote etc? Then they should have put work into the costume redesign so the skin aligned with other legendary skins in customisation. Plus they’ll sell the skin alone at full legendary price without those extra things, which have their own costs anyway. It’s a bad choice. And I’m sure there are annoyed people within bliz at whoever is pushing for these classifications and limits.
It’s what happens when some awful person says “what is the absolute bare minimum we can do to meet this label”. A quick glance at rare/epic/legendary skins gives this:
rare: color palette changes
epic: texture changes, that is there may be an emblem or a label or something (or at least, an event skin with lootbox availability rarity). edit: and some head model changes.
legendary: model changes, sound changes
edited: so technically, because of the hat, moira’s mime skin is just rare, because some awful person decided that because it has some matching emote spray and weapon charm with their own separate costs they could bump it up to legendary without doing the model reworking. legendary have been quite significant.
That person should have their authority taken away instead of being in a position where they report upwards and say “we have kept costs down to this low low amount and released a legendary” while telling all those below him complaining that it’s not enough to shut up. Or be fired to go work for a gambling or insurance company. Give the teams some pride back in their work, which will be respected by the overwatch community.

so epic can include head model changes as well as texture, on top of rare’s palette changes.
In that context absolutely Rare then. The only possible argument is “hey it comes with a matching emote spray and weapon charm” but those are separate items with separate costs. That shouldn’t be the new line drawn for legendary skins.
The general rule is (or well… past rule…)
Rare: Simple Recolor
Epic: A little more elaborate recolor originally, but grew to elaborate recolor with model changes (new head gear, torso changes,…)
Legendary: Completely new Model
New Voice lines and Sound effects can be present for Epics and Legendaries
