I think it would be healthy at this point with the nerfs she’s accumulated over the last little while. Also, Reaper gets this benefit as well.

She needs, in my opinion, constant sustain from her weapon. In other words, she needs to be able to constantly pump out her ice cold slushy justice. It’s literally makes her kit because everything else is done by another character already: wall(shield), self heal and a “trickshot” headshot.
Otherwise, what’s the point? Another headshot factory with walls and a self-heal? I think most Meis are just using icicles at this point and they’re not contributing anymore than an actual sniper DPS.

I’m ok with this stipulation, despite other heroes not having it.
Her primary was adjusted to expend more ammo and I think if it was unlimited it would be OP, especially from the perspective of heroes like Roadhog and Wrecking Ball right now, but I see where you’re coming from. Personally, I’m not a huge fan of using icicle to do the bulk of Mei’s work, though I’m sure people disagree with me.
All that said, I don’t currently see any reason her Iceblock shouldn’t auto-reload her gun.
