If Mei is allowed to roll around, and be Zarya bubbled, then I as Rein should be allowed to charge her.
And Charge / Orisa’s Javelin should be able to break / damage it respectively.

I half agree with that take.
in Standard modes, no health bar, the trade off is while she’s immune and healing, she’s unable to move.
Coulder build in Stadium however has no such trade, therefore yes, health bar and should be targetable.
