A lot of the voice lines that appear for new events have been hidden in the game for a long while as some youtube videos will show you, I doubt Blizzard will put much effort in adding those before they’re done with the reservoir of the older unavailable lines. But yes, that line is a banger.
Dang i’m still relatively new to Overwatch (First event was the recent Winter event) so that’s a sad truth to learn 
Sometimes event lines can be so much better than most of their regular lines that have no context and/or are just bland
