Maybe the actual game itself knows better than the devs and thought that a band aid fix isn’t needed, and that cc stacking is an issue and that there are also PLENTY of other heroes that also need looking at.
Maybe. But maybe the devs do not care about the game’s opinion.

It’s almost like he said that they are working on actual big changes to CC/the system as a whole

I mean multiple sources (Playstation Twitter, Vancouver Titans Twitter) have leaked 2020 release, and Jeff told French Press Fall 2020 a while back AND then head OW Character Artist Renaud Galand said in an interview with Alphacast about Echo 3 weeks ago that OW2 is supposedly coming Fall 2020 according to what Jeff told french press.
Of course Corona can delay it but Fall isn’t that far away.
The new changes probably require the upgraded Engine to work. Maybe stuff like CC stacking or diminishing returns etc.
If anything this card has opened the eyes of some people who thought CC was the biggest issue in the game currently.
Also the fact that its widely unanimous that this card will hurt more than help has me even more concerned about Overwatchs current state
