You are talking about “skill” like a lot of people, and you are highly mistaken. While aim is a big part in a skillset, it’s not the only relevant part. And in some character design, aim is a very limited part of it. Does it mean there is no “skill” in those heroes ? Absolutely not.
The game is about aim, strategy, decision making, positioning, adaptability, resource management, and we probably could add some to the list.
And, yes, tracking shouldn’t be the only thing that matters. If you think so, it’s probably for the best that you stop playing the game, because you won’t ever be pleased. But there are a lot of other FPS where aiming is the biggest part of it, so I’m not worried about you
