Mass Abuse of the In-game Report Feature (UPDATE)

Hello all,

I would “briefly” like to talk about an issue I’ve noticed getting worse and worse. That issue is the automated in-game report feature.

Overwatch 2 has been plagued by mass misuse of the in-game report feature as of late. So much so that—on October 9, 2023—the developers put out an article talking about and “clearing up” concerns people had over it. The link can be found here.

This was met with a lot of positive reception! People assumed that this was Blizzard saying that things were working as intended. Instead, what Blizzard had done was make things infinitely worse by revealing major components of how their report system works. Here is an excerpt from their article:

The effectiveness of a report is based on each match in which the disruptive player is reported. This means the report’s impact is the same whether just one or up to nine other players make a report. Players are not likely to be actioned if a group of friends collectively report them unless the reported player is being disruptive across multiple matches and getting reported by different players. Asking other players in chat channels to report a specific player doesn’t help and can make a match experience worse for everyone.

If you understand why Blizzard (and all other game publishers) are so tight-lipped on things like anti-cheat systems you’ll understand why this is such a big deal. Once knowledge of how something works is released to the public it can immediately be abused. That includes anti-cheat systems, competitive systems, and you guessed it—report systems.

What some nefarious people took from this article was that targeting and mass-reporting as a team over the course of one match won’t work to get people banned. It also seems to only take your one report into account, meaning reporting across multiple matches yourself won’t have any effect.

So by process of elimination, the only way for these nefarious people to target players was by doing so over the course of multiple matches and by having different people reporting each time. While it might be harder to do, that means that people now have a strategy:

  1. Queue-snipe using the social tab to leave once the targeted player leaves the game.
  2. Try to immediately queue into another game with them.
  3. Lie about what the targeted player did and call for a mass report in match chat.
    – Remember, only one report from a different player is needed per game. Even if one unique player reports it will have an effect.

There are multiple methods people have come up with online. I have seen countless videos, posts, and topics discussing the issue and I can only imagine what might be going on in private as people continue to find ways to abuse the report system. While not every game will have false reports (we all get heated and say things we don’t mean at times), the inflation of false reports mean that you need much less actual reports before the system will kick in and ban/silence you.

I myself have recently been affected by this.

For simply not being willing to report a targeted player for false/unverified claims of homophobia and usage of offensive slurs, I proceeded to be threatened and harassed by the offending player over the course of numerous matches with the same claims. The moment I spoke up because I thought the accusation seemed fishy I was accused of the same thing. The offending player somehow ended up in numerous matches with me in which they would immediately use match chat to write up a sob story and accuse me of homophobia, harassment, using slurs, etc.

I am gay.

I don’t use ANY slurs LET ALONE homophobic slurs.

Note - If you’re familiar with gay culture you’ll know that there are some of us who use a certain gay slur as a way of “reclaiming” the word. While I’m okay with those who use it I personally find the word gross and never do.

Yet despite the inconsistency in the claim and the lack of any substantial proof I am currently met with a two-week in-game suspension.

This is supposed to be a video game. I am supposed to have fun. Yet instead I am terrified of even hopping online anymore. I’m now too scared to even have voice, team, or match chat enabled if I do ever play again because of the risk it poses to my account and everything I’ve paid for, which I’ve had since year one of Overwatch.

If just one person can use groupthink to abuse the report feature like this then there is an issue. If massive waves of people are getting falsely reported and banned then there is an issue. If all we get for an “appeal process” is an automated response referring us to the Terms of Use and In-game Policies then there is an issue.

Reported for playing Genji. Reported for having a bad game. Reported for not playing the meta hero. Reported for saying something in a way I didn’t like. Reported for my perception of a message rather than its intent. Reported because I don’t like them. Reported because I’m a troll who likes to see people suffer…

There is an issue with the Overwatch 2 Report Feature. Just because you say there isn’t one doesn’t mean that one doesn’t exist.

UPDATE!

Hey there everyone. I’m going to provide an update to this post for anyone interested in reading it. Wall of text incoming. Sorry…

After a review from Specialist Game Master Rhydryk it was deemed that the reason for my account being banned for two weeks was not due to the false claims of homophobia/slurs. HOWEVER. It was not mentioned how much impact those false claims and reports might’ve had in flagging my account, so I’m left to speculate as to how much effect it had on my account standing.

Thankfully I was provided with specific chat logs that explained the reason for my ban. All of these are taken completely out of context and will be explained in-detail below exactly as I explained it to him in my new ticket (with censorship of course).

“F*** echo mercy” — This statement was not directed towards any players at all. It was a statement made to express my distaste for the HEROES when played in combination, not the players playing them. (Same as saying “Oh man, not again…” after running into a GOATS comp from Overwatch 1 for the 1,000,000 time)

“F*** FOFF” — This exclamation was made in humor and annoyance after dying repeatedly to a player. It was NOT intended to insult anyone or be aggressive, instead it was intended to make people laugh by admitting that they were destroying me. (Same as playing with your friends only to be killed and say "F** off man!" while laughing with one another)*

“F*** u” — Same as above, though I don’t remember the exact instance in which this happened I guarantee that it was not said to insult anyone. (See above)

“B**** you are blind deaf AND dumb” — This comment was made in direction to a toxic player who was insulting and harassing a member of our own team for “not doing their job” despite the fact that I was watching our teammate do god’s work to help keep us all alive. I was standing up for our teammate to stop them from being bullied by someone who simply wasn’t paying attention; hence the “blind, deaf, and dumb” part. It was not intended to bully someone, it was intended to stick up for someone BEING bullied.

As you can see, all of these can easily be taken out of context over text chat. If you’ve ever texted someone only for them to misinterpret your intended meaning and feel hurt, offended, or annoyed then you can understand exactly what happened here.

I’m a voice actor, believe me when I say that any line of text has HUNDREDS of possible “takes” on how it could be delivered; each with varying degrees of emotions, emphasis, and direction depending on the context of the situation. That’s something many voice actors are taught VERY early on.

Taking a line of text and interpreting it based on the intent of the person reading it is a dangerous way of handling something as impactful as a report system. Let’s use something DaedraWA said in this thread as an example:

This is PERFECTLY put. You should not be able to be punished over something interpreted negatively by someone else. Doing so allows ANYONE to be punished over ANYTHING. Even the nicest of people can be banned for the nicest of things if I were to take their intent of “GGWP! <3” as passive-aggressive trashtalk at the end of the game.

I don’t like using the slippery slope argument. It’s annoying and overdone. However with cases like this I feel like we’re rapidly approaching the point in which nobody can say anything for fear of getting banned. The game which prioritizes teamplay (and counter-swapping, but that’s a topic for another day) above all else is punishing communication with your team.

If the issue they have is with CURSING then I am deeply disappointed. What’s the point of having a maturity filter that you can adjust to your desired comfort level if people aren’t allowed to curse at all? What’s the point of having block/mute functionality if people can just report someone they don’t like and get them banned instead? In my opinion that is a HORRIBLE way to operate and is DEEPLY misleading to your users.

But hey, it’s your company. You do you.

I’m not sure what to do about this. I don’t know how to fix it. I submitted another ticket in hopes of explaining the context of each situation as I did above, however my hopes aren’t high.

I used to love doing impressions of Overwatch characters to get reactions out of people! You might’ve even heard me playing as Mauga while doing an impression of Mauga in quickplay or ranked play. But at this point I’m honestly too scared to even join voice chat in the future. What if someone thinks I’m spamming voicelines or spamming voice chat? Using the logic above, wouldn’t that qualify me for a ban if someone didn’t like it?

If I DO play this game again it won’t be with team, match, group, or voice chat enabled. I will practically be throwing each game because of the fact that I can’t coordinate or talk to my own team for fear of getting banned. This HAS TO CHANGE.

Your post is a bit tldr…but yes, known issue. The root cause of bad in-game systems is always bad systems designers. Blaming the end-user is just unprofessional everywhere serious. Seems to be a common scapegoat for people working in gaming.

Welcome to bad hiring + SoCal laws that somehow protect jobs even if you’re totally incomp.

It’s just that it doesn’t affect most people.

In your particular example, I don’t know what you did to make that person angry, but, all you needed to do was not queue for 5 minutes. I guess, now you know. :man_shrugging:

Also, I highly doubt that just a couple of games of that person telling people to report you is the ONLY reason you were suspended.

Why would you doubt that? Wasn’t it shown/posted on stream several times over the years? Players would sync and weaponize their reports with keywords to make things seem more plausible, like “said the N word” and get people chopped hella quick. There is a link I wish i could find that shows a malicious discord channel doing it to a “target”. They even organize around offhours and low elos to put the hit out of anyone trying to solo rank up → both in terms of false reporting as well as queue sniping and wintrading.

I’m not trying to rain on any of the devs’ parade here. I don’t think anyone should be fired over something like this. All I’m asking for is REVISION.

Admit to the problem and work on improving it. People shouldn’t lose their entire account over as something as pathetic as an automated system which doesn’t account for false reports. Especially not when money’s involved.

“Innocent until proven guilty,” that’s the way things have always worked. In Overwatch 2 it feels more like “innocent until enough people say you’re guilty, then we just kind of assume they’re all telling the truth.”

We’ve been asking for years. It’s not going to happen under the current staffing.
They either can’t, because they hired poor talent. Or they won’t, because the director is focusing on other priorities like Pay2win monetization.

Which is why, incidentally, it’s not even in their best interests to fix the reports system. It’s a churn n’ burn pay2win scam. They’d rather you be a sucker, buy skins, then get banned away so they can save on server fees.

I personally dont care what you do in your free time. not my business. Whatever.

But as for the report system. I have learned that since the launch of 2. they clearly outllined they were going to take a no-tolerate policy to ANY report posted.

That said.

  • Turn off MATCH CHAT, TEAM CHAT, GROUP CHAT.
  • do not spam auto voicelines like “group up with me” or “I need healing”.
  • Do not spam voicelines.
  • Do not spam character selection screen.

If you are playing a match. Focus on your objective’s defense or attack, do not single out individual players repeatedly outside of the area of attack/defense. (RDM’ing).

and honestly a person gets by just fine.

Didn’t want to make it even MORE tl;dr than it already was so I didn’t mention how similar it is to those Discord “Hit Lists” from 2020-2022 where people would stream snipe streamers and throw their games for pay. We know people like that exist by now, why is it such a surprise that people like them might try to abuse other systems of the game?

I’m not saying I don’t occasionally get angry with teammates and ask them to swap, tell them to stay with us, or say someone’s bad at the video game. Everyone does it, it’s a competitive game and even OWL players will get angry at times. Maybe some of it IS justified!

But if the threshold of getting banned is, let’s say 10 for example (it’s probably not), and you have 7-8 false reports and 2-3 legitimate reports, well the system can’t tell the difference so that means you get banned for 7-8 things that you didn’t do. That’s like saying “Hey, we have a three-strikes-your-out policy but it’s actually only one strike and you’re out.”

Because I am! It’s important context that gives insight to the absurd claims made against me. How can a gay person who’s adamantly against slurs be both homophobic and use slurs? It’s ironic.

Like I stated above, it’s just to give context to the irony of the situation. Not intending to push an agenda.

Honestly, I feel like that’s exactly beat-for-beat all I can do now! It’s supposed to be a fun video game yet here I am unable to have fun for risk of upsetting someone else to the point of getting reported and banned. Can’t even speak up for anyone without risking getting targeted and harassed by horrible people who only want to cause problems.

I mean how many countless clips do we have of people getting banned for cheating with a mouse cam on on-stream all because enough plat players ended up reporting them just for being good at the game?

It’s absurd. It’s so bad. I want to like this game again, I really do, but nowadays I feel penalized just for PLAYING IT.

you left out false sabotage flags and bans.

  • bad players and 1tricks still get chopped for being bad or “selfish”.

True and you’re right, it’s not a surprise.
More surprising they haven’t been infiltrated by blizz agents and shutdown and/or hardware banned.

Sadly we also don’t get any feedback for people being banned for false reporting.
I’m not sure there are even evidence of punishments handed out for false reports or report system abuse.

It has been purported there is some hidden “trust” metrics associated with accounts, and perhaps tied to endorsement levels. No strong evidence, but a plausible augment to the automated system.

Good standing accounts that rarely, if ever, have to /flag …when they do, they are converted on more readily. Wantonly reporting for anything and everything would, in a trust-based system, reduce your report actioning to near-zero. Which is probably why people think “reports do nothing” (because they spam them for no real reasons).

We also suspect some accounts are just false-flagged so often they whitelist them or immediately pass actioning to a manual review. Famous streamers come to mind. Extremely bad players come to mind. And whales. Anything that is a magnet for false flags.

Someone did this to me once in OW1.

They were playing Genji. On every kill, they would spray and tbag, then once they were safe they’d type “L”. I called them out on being toxic and they proceeded to call me a “sensitive little snowflake” and tell me I’m pissing my diaper or something IIRC.

Next match they were on the enemy team again, and told everyone in match chat that last game I was saying horrible racist things including the N word. I had to defend myself. They targeted me hard that match and it was super annoying so I just left.
They apparently left when I did to chase me, because when I went into skirmish a short time later they were in there telling people my username and that I was racist and horrible.
Everyone believed the Genji and said they’d report me if they ever saw me, and I happened to join at the tail end and saw this. I tried to convince them the Genji was lying but they didn’t believe me, because people always believe the first person they hear from about an issue.

Left the skirmish match and I didn’t see that Genji again until about a week later and they did the same thing again once they noticed I was on the enemy team.

People will go to great lengths just for some petty nonsensical revenge.

I did this and got reported for throwing, and the next day got a two week suspension.

I only found out because in one match, I was just so confused why my team was evenly split into pairs of 1 dps + 1 support going in opposite directions, nowhere near payload. I was the tank. So I turned on chats to talk to them, and I suddenly see a deluge of match chats of my team telling the other team to report me for throwing, because I was not following THEM in their strange double flanks (they said they were a group, but I had queued solo).

I can only estimate how many matches I got reported for not responding to my team while chats were off. Players will report you for ANYTHING nowadays.

You understand this system is by design right? They will not listen nor comply to your feedback. It’s a bad idea on purpose.

I wouldn’t have started communicating at that point because obviously they didn’t know you had chats turned off half the match, are you playing on Steam version? Usually you’ll get 1 or 2 warnings of unorthodox, or “disruptive gameplay” messages before you’re on high ban alert. The Steam version doesn’t show when other people have been actioned (who you reported) nor do you get warnings or ban notifications, at least this was the case during season 6 and 7.

Also, it’s way harder to catch a ban for disruptive gameplay these days, assuming this is what you were banned for, than in OW1 season 1-36 where people could stack multiple reports per match on you

Why is the best way to play solo que have to be “MUTE EVERYTHING AND EVERYONE. Screw teamwork!”

Why is this the mentality we have cultivated over seven years?

Like we never think about planning or building for the future. Everyone devs included only think about living for today with no regards to the consequences to face tomorrow.

every apeal i do for spaming suport says its going to stay, but nobody is ever lising to roly are they???! Spam is a artform poeple! & a faireshare of branding!

I am not reading this essay.

If you got reported it means that at some point someone considered your communications to be abusive. As a result you were suspended, seems like the system is doing its job.

Game would be better off without a report system (at least for something as ambiguous as “Toxic Behavior”). If people are being toxic trolls, there are multiple tools to silence/remove them from your experience.

I don’t play this game even 5% as much as I used to play OW1 with how rat-like the community and the game has become. No incentive to play (legacy credits useless/coins take forever to collect), annoying toxic teammates that I can’t respond to without risking losing my account of 7+ years, and overall the worst possible balance the game could’ve possibly taking.

Just remove the report system and 50% of the player base will return.
