Mercy is the most picked main healer at every level and in OWL. Tempo resurrect is just way too good - and it’s never going to be balanced when you can do it right out of the gate.
A reasonable nerf to Mercy would be to disable this ability unless Mercy is using her ultimate. You could probably take away the cast time and make it instant again if Mercy could only use it during her ultimate.
