If Ashe can’t get ult charge while Bob is out then Hammond shouldn’t get any either while his mines are out.

Well I mean I kinda agree, though mines cannot really cap points.

Ashe does get ult charge while bob is out tho. Obviously bob can’t give ashe ult charge. But ashe can still get ult charge through hitting shots, dynamite and coach gun.
They removed that as a bug fix in season 4.
Mines are out forever, so it would probably be too punitive, unless the enemy team loves clumping up all the time.
Let the Mines slowly chase you a little and we have a deal
