First, its not his Ultimate. His Ult has been always the same.
Second, getting rid of scatter was the right choice, unless they wanted to tweak it to a somewhat less RNG, and instakill ability for certain heroes including some tanks. His new ability is boring maybe, but got a bit of counterplay at least.

They could have just reduced scatter’s dmg instead of just giving Hanzo an arguably stronger shoot faster button. Plus scatter was VERY inconsistent, if you were not on perfectly flat ground there is a 50/50 whether it was going to fire the way you wanted.
