If it changes how well the low ranks can deal with him, it means they could buff other parts of his kit which makes him better in higher ranked play.
These kind of things are better approached as a population thing, rather than as a “this one player thing” - you know, as all balancing choices should.
Exactly, or both, or even further. You would be freeing up the ability to do exactly this.
By making him stop being an issue in low ranked play, it would open up a world of ability to buff him for ranks where he struggles.

You want him able to be buffed for higher ranked play, this is how you would go about it though.

It doesn’t. I keep trying to tell you that people aren’t as fair as you think. You genuinely see people giving good faith criticism, but I’m sure they aren’t. Genji could very well have a 10 second cooldown on his double jump; if he can still kill people adequately, they’ll say he’s busted.
Maybe I’m cynical, but I’m positive 90% of OW2’s issues would be avoided if Blizzard just ignored the fanbase and balanced the game as needed.
Double jump isn’t an issue at higher rank and no Genji main would want to rework his mobility.

Bronze players have Moira s their own skill check for Genji.
As a matter of fact, she not only skill check bronze Genjis but she canm also skill checks supports the same way Genji does, only harder since only Genji skills check your aim, Moira actually skills check how fast you can kill a self-healing squishy, or you die.
Then they have to accept the downside of being the low ranked skill check.
Which is the same as OW1 Bastion’s down side etc. They won’t be able to be balanced for high ranks.
That is a reasonable tradeoff. But I really wish people understood that is the tradeoff they are making.
Begging for buffs without being willing to fix the problems which stops you getting them, just means you just are not going to get what you want.
Not being toxic or anything, but it seems like you are a new player, and I can get that his mobility can seem too scary at the beginning. But actually, the jump makes him more vulnerable because you can track where he will land and shoot there, prefire. Like if he jumps twice and goes left, your tracking is going to be on left only which is really easy.

Moira players are not complaining that she isn’t highly picked in GM.
They don’t beg for buffs for high ranked play, AND want to be a skill check in low ranks.
Tracers don’t either. They accept not being a skill check in low ranks, and… They get buffed for high ranked play.
It is trying to be both which is the issue.
