When the enemy Lucio ults no matter what skin is equipped you hear “Skrachtta!” instead of “break it down” or “drop the beat” (I play a lot of Lucio so I forget which is friendly and which is enemy). My guess is “Skrachtta!” is the new skin’s voice line and it’s a bug.
I think it’s intended to differentiate between friendly and enemy ult
No they added a few portuguese lines for lucio and his enemy ult is in portuguese…

Lucio is from Brazil and Blizzard finally added Brazilian Portuguese voice-lines for Lucio. His ult and some of his Hello’s and Thank You’s are also in Brazilian Portuguese.
Apparently Jonny (Lucio’s voice actor) wanted to do it for a while and took the time to learn some of the language for it.
As others said, this is a new voiceline in Portuguese between others, line “Oi” and “Fala tú” for hello, “Valeu” and “Obrigado” for thanks, “Vamos esculachar” (not sure if it is really it) for the old “Let’s drop the beat”, etc.

No. They said they would add them, but they didn’t put in the patch notes. And even the ones they put (Mercy and Mccree life guard), they didn’t write the exact lines they added.
What you listen, actually, is basically the same but in Portuguese (with a little exaggerated Brazilian accent): Vamos esculachar!
