Being that Lucio is a DJ superstar it makes sense that they invited him to perform on Blizzard World, and since he is a frog dude it makes sense Blizz gave him a Murloc plush costume, which he kept, which he uses, which i WANNA USE.
It just makes sense.

To be honest i always thought this skin was to come out when they released all the crossover skins such as barbarian zarya or butcher roadhog so i was quite astonished no one at blizzard made the connection between lucio and a murloc plush costume, it just makes sense -.-
