I would say heās a thief. Regardless of oneās relationship to the creator of the said stolen things, he canāt just take something because of how he feels. Lucio didnāt create his tech, his dad did as a job.

Idk if it was the same facility that was holding Echo, but yeah Soldier stole his gun. Overwatch, the corporation, made the gun. But when it disbanded all the weapons were kept in a secret facility, until someone broke in and stole it
