Details of issue: I have around 60-100 Latency typically. 60 fps at all times and still have some random lag intermittently. Specifically characters walking in place and 2-3 seconds later it comes back an as example.

Date/time it started: I first noticed it a few days ago while playing Diablo 3, nothing big but I did notice it & just chalked it up as a result of me watching a Twitch Stream at the same time. However I tested it today without anything else running and still had the issue.
