Low FPS and Latency post update

Recently patched, before was running on 23ms with 144fps. No I’m running on 300ms with locked 60fps.
I’ve tried the following:
FPS:
Resize and change resolution of game
Multiple monitors
Ensured everything is fully up to date
VSYNC off
NVIDEA control panel settings adjusted
Increasing Overwatch priority in task manager
Uninstalled game and reset PC
Latency:
Ethernet and WiFi connection tested
IPConfig in CMD

Any suggestions welcome and happy to provide more info on stats etc.
