The amount of experiments she has done especially on reaper and widow…no wander why sombra cares about sigma so much, she doesn’t want moira to experiment on him too and ruin him like she done with reaper and widow.
They’re trying to establish Moira as the main villain. She has no redeemable qualities. No true imperfections or vulnerabilities.
She’s the “mad scientist” written in an exceedingly unconvincing way.

Moira is more amoral.
She doesn’t think of things as good and evil. In her perspective, all she does is for the progression of science and the overall benefit to mankind.
Actual “evil” is a very storybook thing. It’s pretty hard to find anyone who seriously sits there and rubs their hands together with a “mwahahahaha!” and plans to do things because they’re evil things.
You forget, Overwatch is cleanly split between “heroes” being the “good guys” as a force against wrongdoing and “evil”.
The dichotomy is as cliche as it gets.

Absolutely none of the “villains” have clear cut absolutely evil motives though.
Doomfist is doing what he thinks will “save” mankind. Moira is purely interested in progression of science. Widowmaker is an experiment and wrestling with her own lost memories and (apparent) returning or muted feelings.
There are people we are supposed to think of as the villains but it’s not because they’re just evil.

The omnic uprising itself we dont know what led to it, but we see from now and again how racist people are to omnics.
There is a lot of grey in overwatch, its just blizzard has done a poor job of expanding or fleshing out the lore.
Mercy herself doesnt like overwatch.

sigma is certainly not violent atleast not intentionally, sombra i think can be really cruel especially to get what she wants and if she thinks the person deserves it,

If there were 50 shades of evil, that would help clarify things. But as it is with Moira, she is plainly evil in the sense that there is no other explanation for what she does. Regardless of how her “science” affects others, she’s incapable of self-reflection and basically twirls her evil moustache while laughing maniacally.
Doomfist has a cause, yes. Further fleshing out his motives can make him more convincing.
Reyes, Jack Morrison, Genji, Ana, etc, all have hidden backstories that make them more convincing characters as well.
Even Sombra has genuine goodness within her heart and is more like Tracer or Winston than anyone else in Talon.
Moira? She’s literally just evil. An instrument with one note, and everyone hates her.

Now once we know more about mauga who is apparently a talon tank, it might change. We dont know how violent he is.

Everyone in Overwatch is violent. The only people who seem to dislike violence are Mercy, and maybe Echo. The latter doesn’t strike me as a death robot of any kind.
